Stephen was born in Lititz Pennsylvania and graduated from Warwick High School. He furthered his education in graduating with honors from the University of Pittsburgh (B.A.) University of Pittsburgh School of Law (J.D.) and Villanova University School of Law, Graduate Tax Program (LLM).
