Charles is a native of Centerville, Ohio and prior to entering law school earned his B.A. from Ohio University, an M.P.A. from Wright State University, and was employed for four years with the Montgomery County, Ohio Economic Development Department where he worked to assist local companies grow their business. Charles also managed the County's site selection program where he helped attract new business investment to the Dayton Region. He graduated in 1986 from Capital University law school (Magna Cum Laude) and is a member for Phi Beta Kappa from Denison University (also Magna Cum Laude). He has served as President of the Fairfield County Bar Association and as an Acting Judge in the Fairfield County Municipal Court.
