Milissa R. Tipton-Dunkins was born and raised in Hutchinson, Kansas. She received a Bachelor of Science in Administration of Justice from Wichita State University. She obtained her Juris Doctorate from Oklahoma City University School of Law. She has been admitted to the Oklahoma Bar Association, the Western District of Oklahoma, and the Supreme Court.
