David Mangan grew up in Festus, Missouri and attended Festus R-6 High School, during which he participated in the Missouri Scholar's Academy, Missouri Boys' State, and the National Youth Leadership Forum on Medicine. He graduated from Festus in 2000 with a college preparatory degree.
