Experience is the best teacher and I have been practicing since 1981. I have been a municipal prosecutor in several cities in Jackson County and now serve as Judge in several of those jurisdictions. Previously I was a State Trooper in Missouri and taught the police academy for many years. David Mangan grew up in Festus, Missouri and attended Festus R-6 High School, during which he participated in the Missouri Scholar's Academy, Missouri Boys' State, and the National Youth Leadership Forum on Medicine.
