Penni Skillern, Esq. was born and raised in Phoenix, Arizona until she relocated in high school and graduated from Bartlesville High School in Oklahoma. She went to the University of Tulsa and graduated Magna Cum Laude with a B.A. in Law & Society and a minor in History. Penni enrolled at the University of Tulsa College of Law, where she excelled in Property, Native American law, and Oil and Gas law.
