Activities: Mr. Bremer was appointed to a one-year Ad-Hoc committee by the Town Meeting to make a recommendation on a motion to alter the Town Charter to provide for a professional Town Administrator, who would perform the day-to-day responsibilities previously undertaken by the Board of Selectmen, and to make a recommendation on a motion to change the structure of the Town's finance officials to include an appointed Finance Director, with an appointed (rather than elected) Treasurer/Collector.

Building Moratorium Committee

Activities: Mr. Bremer was appointed to an Ad-Hoc committee, charged by the Town Meeting with making a recommendation to the subsequent Town Meeting regarding a pending motion to imposed a moratorium on new construction in the Town. After consideration of the fiscal implications of limited development, including the shift of the real estate tax burden on to residential tax payers, increased traffic that would result from additional commercial and institutional development, as well of the desirability of the preservation of the closeness of the Dedham community, a widely varied committee unanimously recommended that the Town not impose such a moratorium, but that it make renewed efforts to enhance the Town planning and permitting procedures and further enhance long-term planning for land use.

Activities: In the Town of Dedham the three Assessors are elected in town-wide elections. The elected Assessors oversee the operations of the full-time professional staff in the preparation of the proper filings with the Commonwealth's Department of Revenue and are responsible for periodic re-valuations of the property located in the Town. The Assessors have been called upon to address the questions raised by abatement requests and the taxability of land owned by charitable organizations that include revenue-producing operations.

Activities: Mr. Bremer was appointed to the Town of Dedham Finance Committee, which at the time Mr. Bremer served, was the Town body responsible for the preparation of a proposed Town budget to be presented to the Annual Town Meeting. In Massachusetts there is a tradition in most of the small to mid-sized communities of Town Meetings. Town Meeting is the local legislative body responsible for the enactment of By-Laws and budgets. Town Meeting in Dedham, Massachusetts is a representative body, with Town Meeting members elected by precinct. The Finance Committee makes its recommendations to Town Meeting members as to proposed Articles and was, at the time of Mr. Bremer's service, required to present a balanced budget. Mr. Bremer served as Chairman of the Finance Committee for two terms of one year each.
