Paul R. Hales

Paul R. Hales is a member of Hales Law Group, a legal education and consulting practice serving clients in North America, Europe, and Asia. The firm concentrates on United States health information privacy law and offers virtual and in-person services.
Paul designed and wrote the original content of the HIPAA E-Tool, an Internet-based Software as a Service product maintained and updated by the Hales Law Group. It has separate editions for health care providers, health plans, business associates, and health plan third-party administrators. The HIPAA E-Tool is instantly searchable and fully aligned with all HIPAA Compliance Audit Protocols established by the U.S. Department of Health and Human Services.
Before concentrating on health information law, Paul handled complex civil matters as a litigator and appellate lawyer in federal and state courts, served as outside general counsel to businesses and nonprofit organizations and counseled individuals about diverse civil matters.
