- A: The Western Housing Court has jurisdiction over residential properties in Springfield.
If you have a Lease (and from your description you do) and if you are unable to pay that Lease (and it appears that you have not) then the Landlord/Management Company can bring a Summary Process Action against you to evict you for Non-Payment and Breach of Lease.
Have they already given you a Notice to Quit? Typically this would be a Fourteen (14) Day Notice. They cannot serve you with the Summary Process Summons and Complaint until the Notice to Quit has been served and expired.
Unfortunately, the inability to pay rent will not immediately release you from your obligations under the Lease.

- Q. I wanted to know if the landlord doesnt allow dogs but you get a letter can they still not allow the dog
- A: Unless you either lived in the property and owned a dog PRIOR to the Landlord purchasing OR have a Certified Service Animal, then the Landlord can deny your having a dog on/in the property.
AND, even if you had a dog prior to the Landlord purchasing the property, unless there is a written Lease allowing you to have a dog; then the Landlord can give you a periodic (usually 30 day) notice that there will no longer be dogs allowed in the property.
It's very sad; but unfortunately true.
If you have a disability and a properly vetted/trained service dog; then you should consult with an attorney to see about protecting your rights.
