Paige Delia
Municipal attorney serving local governments in Pennsylvania
Paige Delia, Esq. supports townships, boroughs, and zoning hearing boards across Eastern Pennsylvania through her work in High Swartz LLP’s Municipal Law practice group. Local governments turn to Paige for guidance on zoning, land use, code enforcement, and municipal employment matters. Her approach balances legal precision with practical solutions—particularly when helping township managers, zoning officers, and municipal staff navigate evolving regulations.
Townships and boroughs rely on Paige for clear answers in time-sensitive matters, whether drafting zoning opinions, advising on conditional use hearings, or assisting with compliance during property disputes. She also helps municipal employers manage workplace issues, including employee discipline, hiring practices, and claims under Pennsylvania’s whistleblower and civil service laws.
Before joining High Swartz, Paige represented national insurers and commercial clients in high-stakes litigation at a law firm in Malvern, Pennsylvania. She handled transportation accidents, catastrophic injury claims, premises liability cases, and employment disputes. Her work included developing defense strategies, managing discovery, and preparing cases for trial—experience that now informs her risk-aware counsel to public entities.
Paige began her legal career as a judicial law clerk for the Honorable Charissa J. Liller and the Honorable James M. McMaster in the Bucks County Court of Common Pleas. That foundation sharpened her litigation skills and deepened her understanding of how judges evaluate legal arguments—insight she now uses to benefit municipal clients facing challenges in court or before zoning boards.
