Jenny was born and raised in Campbellsville, Kentucky. She attended Center College for undergraduate studies, where she graduated with a B.A. in International Studies. After college, Jenny spent a year in Japan teaching English through the JET Programme. When she returned, she started from the ground-up in the legal field, performing duties as a file clerk for an insurance defense firm before attending law school, then later served as a law clerk for the same firm in Louisville, Kentucky. After earning her law degree from the University of Louisville Brandeis School of Law in 2010, she practiced insurance defense for five years as an associate attorney, then served two years as a staff attorney for the Kentucky Public Service Commission, overseeing legal aspects of utilities regulation for the state of Kentucky.
